Run the command prompt as administrator AND be member of the 2 security groups. I just had the same problem and this solved it.

Hi Morten

Did you check the security groups ?

make sure your administrator account is a member of the following security groups:
- Domain Admins
- RTCUniversalServerAdmins

Getting the same error, though my user object is already in the domain admins group and the RTCUniversalServerAdmins.
Stumped, as every bit of documentation lists just this as the fix. Tried under a different user with membership to the same 2 security groups. same error. Thank you for your time.
